The organization of promotion, vigilance, of assistance and accompaniment for the defense of rights of the people in mental health was created, established and regionalized in 1994 per co-ordinating Anick Lepage /adviser (always at the same item 11 years later) with an aim of offering a minimal service of assistance and accompaniment to the vulnerable population of Gaspésie/Island-of-the-Madeleine just like the other citizens of Quebec .

In effect, among the fifteen groups of promotion and defense of the rights in mental health , ours is to have been established last. Rights and Recourse Mental health G.I.M. fact thus officially its request for financial assistance to the Regional Control of Health and the Social services and obtains an initial budget of 30.000$ scour to function annually on a territory of 20.447 km square including/understanding: 60 municipalities, 6 MRC, and approximately 100.000 inhabitants.

Count held of the increasing request of the people compared to our services and of our constant financial difficulties, we had to seek financing elsewhere than in the governmental and bureaucratic apparatus. This manner of functioning used unfortunately almost half of our time but us with licence in addition, to carry out some recoveries during years with the recruiting of a second speaker.

With two recoveries, we tried to develop an official service of promotion and defense of the rights to Gaspé but without too many success.

With the years, we gradually developed. We gained in experiment, confidence and solidity. Several civils servant and politicians passed. Various studies and political documents were set up and despite everything, we are still and always there.

Today after more than 11 years of existence and constant work on the territory Gaspésien/Madelinot, we knew to make recognize our wealth of so much than movement in the change of the practices in mental health near the authorities concerned which must be obviously, much more respectful than by the last years where the capacity belonged only to the specialists, in the medical world.

Today we function annually with a budget scour of 150.000$ to cover and assume all the inherent expenditure reserved at an organization regional (rent, telephone, displacement, wages, documentation, community life, etc), it is very little for an organization as ours but we must make with.

The organization is currently financed partly by the program supports at the organizations Community of the Agency of health and the social services of the Gaspésie-The-Islands (S.O.C.) like by the Secretariat with the Autonomous Community Action of Quebec (S.A.C.A).
